An international company engaged in construction, maintenance and management of water supply and waste water treatment, roads and general infrastructure for industrial estates is currently seeking a competent Engineering Service Manager for their joint-venture in Thailand. 

The Engineering Service Manager will:

• Prepare draft annual operations plan with all the industrial estates involved
  
• Present the draft annual operations plan and budget plan to the senior management team for approval
  
• Monitor operations and advise the personnel involved to ensure conformance to specifications, schedules, and cost
  
• Inspect and evaluate  projects to ensure the work conforms with engineering specifications and related (ISO 14001, TIS 18001) standards
  
• Provide information of products and services provided by vendors and sub-contractors to other departments for procurement and recruitment of manpower
  
• Control the procurement of projects as stipulated by company policy and work procedures (ISO 9001)
  
• Support the development of business proposals and new project bidding
  
• Participate in meetings regarding TOR and crucial (internal) document reviews
  
• Communicate across departments to facilitate project implementation  
  
• Prepare regular reports and recommendations to involved parties

Qualifications and Skills Required:

• Thai national, age around 30 - 45 years
  
• Degree in Civil Engineering
  
• Minimum 7 years experience in engineering operations, at least 2 years with utility projects
  
• Strong background in implementing ISO 9001 and ISO 14001, including TIS 18001 management standards
  
• Comfortable to interface externally with government representatives, sub-contractors, project owners and across departments (internally)
  
• Keen on using communications technology gadgets as well as communications software
  
• Strong leadership with good organizational, communications, and team management skills
  
• Good command of both spoken and written English
